Your story of the origin of those stickers is true. I worked for the Dept. of Traffic & Transportation in Charleston, S.C. After replacing about $10,000 worth of defaced signs I started a crusade to find the person responsible for all those stickers. To my surprise the trail led me to Frank. This perplexed me because Frank was a bro of mine, hanging at the bowl and all. I persued the issue no further. After all, Frank was O.K. in my book. I've seen those stickers all across the globe, it's international man.
